Request for Qualifications
Greenwood Preservation Society

The Greenwood Preservation Society (GWPS) of Eureka, Kansas is soliciting Requests for Qualifications to utilize funding received through the Historic Preservation Fund for the purpose of hiring a consultant to conduct an intensive level survey of the Central Business District of Eureka, Kansas. The survey area includes 11 city blocks of buildings bounded by Sixth Street to the north, Elm Street to the east, River Street (Highway 54) to the south, and Oak Street to the west omitting the block at the southwestern corner of First and Main Streets. The area contains approximately 90 properties. A map of the survey area is attached as Appendix A.

The consultant will:

• research and compile information sufficient for Kansas State Historic Preservation Office (SHPO) staff to determine if the area being surveyed is eligible for listing in the National Register of Historic Places.

• record and upload complete inventory forms to the Kansas Historic Resources Inventory (KHRI) online database as outlined in the HPF 2017 Grant Products Manual and HPF Grant-Funded Survey Requirements FY2017 (attached as Appendix B) and will notify SHPO staff when the inventory forms are complete and ready for review.

• submit digital copies of images and site plans as well as digital and hard copies of the survey report, all of which meet the requirements outlined in the HPF 2017 Grant Products Manuel and HPF Grant-Funded Survey Requirements FY2017 to the SHPO;

• produce a survey report explaining their methodology for the project; observations, summary of findings and recommendations;

• conduct two public meetings during the grant period; one at the beginning of the survey period and another at the conclusion.

• meet with SHPO staff and GWPS members for an initial kick-off meeting to discuss project expectations and again once all records are uploaded to KHRI and SHPO has had an opportunity to review the draft survey report;

• work with a variety of volunteers within the community including GWPS members, the city administrator, city of Eureka secretary, extension agents, and members of the local historical society.

The project must be carried out in accordance with the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation.

Timeline:

The GWPS requests proposals be submitted no later November 15, 2017.

Field work is to be concluded no later than April 30, 2018 with the final report and recommendations from SHPO completed by June 30.  All final products and a completion report will be provided to SHPO by July 31.

Requirements of professionals

The chosen consultant must meet applicable qualifications based on those established by the National Park Service and known as the Secretary of the Interior’s Professional Qualification Standards - https://www.nps.gov/history/local-law/arch_stnds_9.htm. The applicable standards are as follows:

Architectural History


The minimum professional qualifications in architectural history are a graduate degree in architectural history, art history, historic preservation, or closely related field, with coursework in American architectural history, or a bachelor's degree in architectural history, art history, historic preservation or closely related field plus one of the following:

At least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or

• • • • •        Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.

Historic Architecture


The minimum professional qualifications in historic architecture are a professional degree in architecture or a State license to practice architecture, plus one of the following:

At least one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or

At least one year of full-time professional experience on historic preservation projects.

History


The minimum professional qualifications in history are a graduate degree in history or closely related field; or a bachelor's degree in history or closely related field plus one of the following:

At least two years of full-time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution; or

Substantial contribution through research and publication to the body of scholarly knowledge in the field of history.

The following criteria will be used in the evaluation of the proposals:

1. Complete proposal and overall presentation. 


2. Qualifications and ability of the applicant to complete the project outlined in the project scope within the timeline set forth. 


3. Quality of previous projects of a similar nature. 


4. Ability and history of applicant to work with volunteers in a rural atmosphere.

5. Ability of applicant to work within maximum budget of $17,500

Submissions shall be enclosed in a sealed envelope. GWPS will not accept oral submissions, or copies received by telephone, facsimile machine, or email.  Submissions received after the deadline shall not be considered.
